There are 9 Chinese detainees at Gitmo. The Dubya adminsitration admits that they were arrested by mistake and are innocent. But they won't let them out.

The three Republican sponsors of the anti-torture law (McCain, Warner, and Graham) have made it clear that they don't think Dubya is allowed to ignore any provisions.
Don't they get it? Dubya is King. He can do whatever he wants.
Dubya is reserving the right to bypass the anti-torture law under his powers as dictator in chief.
